We seemed to be concerned more about legality or illegality of alcohol abuse and not the fact that alcohol, even minimal use by some, has the great potential of harming or maiming others not discount the effect it has on domestic violence and public nuisance.

Yes! Most definitely. In most states .08 on the Breathalyzer is DUI. Between 15-20 thousand people are killed annually in car accidents involving alcohol. For my money, these people are murderers because they have irresponsibly used a lethal weapon.
Alcohol is a toxic substance. Any toxic substance will affect ones judgment and can cause serious harm. However, alcohol, in small doses, will not affect the body seriously. In fact, it can he useful to a person's health, in small doses. My father was required to take a shot of whiskey each day to control problems with his blood.
In regards to automobile accidents, the statisticians say that at least 1/2 of traffic accidents and deaths are caused by DUIs.
Each state has its own laws regarding alcohol consumed to qualify for a DUI.

The BAC varies from state to state, but generally you're in big trouble when you blow a 0.8 on the breathalyzer...approximately 45,000 people a year are injured in accidents in which alcohol consumption is a factor...that's in the USA. I can't speak to other countries' experience with this question.
